Phil coordinates a team of 3 account executives specializing in medical professional liability services and serves as a team leader in our Integrated Health Management Services.   Phil has 29 years of experience in medical professional liability for physicians, surgeons, group practices and hospitals - having served in various capacities for physician-owned and commercial insurers in this field.   Most recently he was the Vice President for one of the nation’s largest medical malpractice insurance companies, in charge of Business Development for national specialty programs -- including the American Association of Neurological Surgeons, The American Society of Plastic Surgeons, the American College of Surgeons, the American Association of Otorhynolaryngologists – Head and Neck Surgeons and the American College of Physicians.  He was a founding Board Member of the Professional Liability Underwriting Society.

 

Phil is a NW native, and is well known in the region's medical community for his counsel and experience in alternative risk funding for medical groups, captives formations, funded retentions and traditional insurance programs for professional liability.   He also served in the WA Legislature for 3 terms, as Chairman of the Health Care Committee - in which he was selected as the National Legislator of the Year in Health Care Policy (1995), and is known as the author of the “Clara Act”, which completely and thoroughly revamped the long-term care and elder patient protections in Washington statutes.  He still serves as a technical advisor to the WA Liability Reform Coalition (WALRC) advocating tort reform solutions.

 

As a Colonel in the Army National Guard, Phil just retired after 33 years of service as the Director of the Joint Force Headquarters of the WA National Guard.  He serves an additional role as Director of Government and Community Relations.   Phil has served in 2 overseas assignments and numerous domestic natural disasters.  For his service during the Katrina/Rita hurricanes on the Gulf Coast, he received the Federal Humanitarian Service Award, and the Louisiana Cross of Merit.
